City of Columbia Community Development Loan Programs Policy and Guidelines Manual
ELIGIBLE APPLICANTS: Individuals or households meeting the income, credit, and employment guidelines who purchase a single family house within the City limits of Columbia as their primary owner-occupied residence. Loans are available for ALL income levels.
INCOME/ASSET LIMITS: For Level I programs maximum income is 80% of median income adjusted for family size as calculated and distributed yearly by HUD. For Level II programs maximum income is 150% of HUD guidelines. Level III, above 150% median income, programs funding is limited to interim financing only. All income of adult family members living in the property must be included in the income limit calculation. Applicant(s) cannot own any improved property. It is important to understand that the prospective homebuyer does not have to be a first time homebuyer.
