INTERIM MEASURES FOR COMMUNITY CHARACTER PROTECTION

On June 2, 2008, on a vote of 4-4, the Planning Commission failed to approve a motion to recommend approval of the text that would codify the interim measures for community character protection.  In that the Commission could not come to a recommendation regarding the interim measures themselves, the Commission did not deliberate whether or not the interim measures should be applied to the Cottontown, Shandon, Hollywood/Rose Hill, Sherwood Forest, Forest Hills, and Whaley Street neighborhoods.  The proposed text and the application of that text to these neighborhoods proceeds to City Council for zoning public hearing on July 16th.

 

On May 7, 2008, City Council remanded the Interim Measures for Community Character Protection Ordinance to the Plannning Commission for consideration and a recommendation regarding changes.  Please click here for a copy of the proposed ordinance with changes that should be considered by the Planning Commission on June 2, 2008.  On this date, the areas to be considered for protection under this ordinance are:

  
   Cottontown

   Hollywood/Rose Hill 
   Forest Hills

   Shandon 
   Sherwood Forest 
   Whaley Street

  

On September 19, 2007, City Council voted unanimously to authorize staff to direct a text amendment to the Planning Commission for recommendation on December 3, 2007 and to immediately draft a public notice stating that the interim measures shall be effective upon the publication of that notice for property zoned or used residentially within the Cottontown, Heathwood, Hollywood/Rosehill, Shandon and Wales Garden neighborhoods.  This notice is scheduled to run in The State Newspaper on Sunday, September 23, 2007; therefore, staff can not approve any application contrary to this amendment starting Monday, September 24, 2007.  The Cottontown and Wales Garden neighborhoods are not required to submit additional documentation, but the Heathwood, Hollywood/Rosehill and Shandon neighborhoods must complete the new process that has been established and other neighborhoods could request that the interim measures be applied through the same process.  All requests for interim measures -- including Heathwood, Hollywood/Rosehill, and Shandon -- must be received by the Zoning Administrator or Preservation Planner by November 21, 2007.  The consideration of all requests will be scheduled for the January 23, 2008 Zoning Public Hearing.  To view the memorandum considered by City Council on September 19, 2007, which contains the proposed text amendment, please click hereTo view the neighborhood boundaries, please click the links below:

FIVE POINTS REZONING PROPOSAL TO IMPLEMENT FUTURE FIVE (FIVE POINTS MASTER PLAN) TO BE CONSIDERED

CITY INTRODUCES NEW ONLINE CODE ENFORCEMENT VIOLATIONS REPORT

As the City strives to keep people better informed about City efforts within their neighborhoods, The City of Columbia’s Development Services Department would like to introduce the Online Neighborhood Reports of Code Enforcement Violations.  Located on the City’s website (click here), these reports include a map of the particular neighborhood along with a table that lists the address, type of violation, and the status of each case.  Each neighborhood report will be updated approximately every 60 days.  Equally important, these reports include the name, telephone number, and email address of the code enforcement, housing, and zoning inspector for each neighborhood.  Citizens should use this as a first resource should they have any questions and/or concerns within a specific area.

 

DEVELOPMENT CENTER IS OPEN

On March 13, 2006, the City of Columbia opened its Development Center at its new annex building located at 1136 Washington Street. The Development Center provides one point of entry for building projects in the City which offers better coordination of reviews, allows for tracking of the progress of a project through the system, and results in greater predictability to the review process. The process is managed through the services of Development Coordinators who guide projects through the system and interface with customers to explain the process and its requirements.  For more information, please click here.
